The 11th International FIG Workshop on the Land Administration Domain Model & 3D Land Administration will take place in Gavle, Sweden, from 11-13 October 2023 hosted by University of Gavle, in cooperation with Lantmateriet (the Swedish mapping, cadastral and land registration authority). The Land Administration Domain Model is gaining recognition in many countries. Ten years after the publication of the first edition, there are already country profiles from many countries - of which a large number have implemented (or are implementing) LADM. Software suppliers are adopting LADM and implementing it. The existing edition of LADM standard does not pay attention to implementation aspects. It can be done in various ways, and several platforms and encodings can be used. What are the experiences so far? What have we learned and what can be re-used? What are the pitfalls and risks? LADM is currently just a conceptual model and the steps towards implementation include elaborating (via a country profile) and realizing a technical model suitable for implementation: database schema (SQL DDL), exchange format (GeoJSON, INTERLIS, RDF, XML/GML, ), and user interface for edit and dissemination. A good option for this is the collaboration between FIG, ISPRS, IHO, ISO and OGC to also standardize these implementation aspects of LADM.

Venue: The University of Gavle is located in walking distance just outside the city centre. The campus is situated in a scenic area with Gavle River and the Boulogner Forest as its closest neighbours.
Travel: Gavle is located ca 200 km north of Stockholm at the Baltic coast. The nearest airport is Stockholm/Arlanda airport. The easiest way to travel if you come by airplane is to take the train which terminates about every hour from Sky City, the shopping and dining area in the centre of the airport. You can purchase tickets in Sky City, the price for a one-way ticket varies, but is approx. 35-40 Euro.

Working sessions: Similar to earlier versions of the FIG LADM or 3D Land Administration (Cadastre) workshop, the programme will not only consist of plenary presentations (and discussions), but there will also be parallel working sessions on 4 different topics. During the first two days of the workshop there will be parallel sessions for these topics. On the last day of the workshop the chairs of the working sessions will present the outcome in the closing plenary session: state of the art, user requirements, developments, proposed research agenda.

  • Valuation Information / LADM part 4 (Chair: Jaap Zevenbergen, The Netherlands, Abdullah Kara, Turkey)
LADM Revision: ISO TC211 has decided on revising LADM, and this is an unique opportunity to further develop LADM with new, additional functionalities, such as: a refined (3D) survey and legal model, semantically rich code lists, marine space geo-regulations, valuation information, spatial plan information, and the various implementation aspects. This forms the backbone of a nations land information infrastructure. The usage of active and passive remote sensing techniques such as RGB and multispectral sensors, LiDAR, RADAR etc. have resulted in progress in efficiency and accuracy of spatial data aquisition workflows. In addition, artificial intelligence (AI) methods have been extensively explored and tested for cadastral boundary extraction. It is now time capture the implementation knowledge and include this in the future edition of LADM (part 6 Implementation). Speakers who want to share their experiences on implementation are cordially invited to participate. This workshop will provide solid input to the "Implementation" part of Edition II of LADM, to be developed in collaboration with OGC. The workshop should enable making important choices, such as encodings.

3D Land Administration: The increasing complexity of infrastructures and densely built-up areas requires a proper registration of the legal status (private and public), which can only be provided to a limited extent by the existing 2D cadastral registrations. The registration of the legal status in complex 3D situations will be investigated under the header of 3D Land Administration. The Workshop on the Land Administration Domain Model / 3D Land Administration addresses developments in the following areas:
  • 3D Land Administration System operational experiences (analysis, LADM based, learn from each other, discover gaps)
  • 3D LAS cost effective workflow for new / updated 3D parcels = 4D (part of whole spatial development lifecycle: from planning / design / permit in 3D, to registration / use in 3D)
  • 3D LAS web-based dissemination (usability, man-machine interfaces, including mobile/AR)
  • Remote sensing (including LiDAR) and artificial intelligence (AI) for efficient 3D cadastral boundary extraction
  • Legal aspects for 3D LAS, best legal practises in various legislation systems
  • Focus on large cities, including developing countries
  • 3D in the revision of ISO 19152, the Land Administration Domain Model
  • Proposals for (and evaluations of) LA (remote) sensing information models (CD 19152-2) and data processing workflows (CD 19152-6), in the context of the revision of LADM
Workshop purpose: After consultation of the ISO TC211 member states, it was decided to publish LADM Edition II as multipart. Especially, in the early stages of the process this offers unique opportunities to contribute with new ideas to improve the future standard. For example, better integration of 3D Land Administration in LADM and improved Survey functionality in LADM; eg with Point Clouds and how to integrate this into 3D Land Administration. The workshop will also provide a platform for discussions on LADM links to / alignment with BIM/IFC, OGC (LandInfra), IHO, ILMS and IPMS. The workshop will not only consist of academic presentations (with Q&A) and presentations from practice (industry, government), but also includes working sessions (on selected topics), and live demonstrations of LADM implementations (operational systems, pilots, prototypes).

Extended abstracts should be submitted via https://easychair.org/conferences/?conf=3dla2023 (EasyChair) no later than 11 June 2023. Authors of accepted submissions are requested to submit the full paper by 15 September 2023. Full papers will be included in the proceedings (on-line available at start the workshop) published by FIG with ISBN / ISSN reference. Based on the full papers and the presentations at the workshop, a limited number of authors will be invited (after the workshop) to submit a significantly different/ extended paper to a special issue of an international scientific journal. This is either for the special issue 'Remote Sensing for 3D Land Administration' in MDPI Remote Sensing or for the special issue 'Developing 3D Cadastre for Urban Land Use' in MDPI Land.
